WOFF File Format 2.0 (WOFF2) is a W3C Recommendation

The "WOFF File Format 2.0" has been promoted from PR to REC status, and thus is an official W3C recommendation now. The primary purpose of the WOFF2 format is to efficiently package fonts linked to Web documents by means of CSS @font-face rules.

In other news, the "High Resolution Time Level 2" and "Payment Request API" CRs were updated, leaving both documents in CR status.
